Police is one of the most ubiquitous organizations of the society. The policemen, therefore, happen to be the most visible representatives of the government and masses. Their roles, functions and duties in the society are natural to be varied and multifarious on the one hand; and complicated, knotty and complex on the other. Broadly speaking the twin roles, which the police are expected to play in a society are maintenance of law and maintenance of order. However, the ramifications of these two duties are numerous, which result in making a large inventory of duties, functions, powers, roles and responsibilities, but there are few policemen in the Nigeria Police Force who has stake their life to function as extraordinaire. They have continued to make giant strides to change the public narratives of the Nigeria Police who are hold in disdain, following the mostly unfriendly attitudes and deeds of some policemen. Therefore, they have achieved greatness borne out of sacrifice and selflessness.
Undeniably, the Napoleon Hill’s postulation of great achievement is usually born of great sacrifice, and is never the result of selfishness, that best describes SP Usman Dimka, the Commander of the Eagle-Net Tactical and Intelligence Squad of the Nigeria Police, Delta State Command.
A lot of people say they will do whatever they can to make Nigeria better, but SP Dimka is proving he is doing it every day. And he certainly does that in Delta State where he has become a hard bone for criminals. An exceptional super cop who has brought so many heinous most wanted diehard criminals to the feet of the law.
He has been variously described by many as a man whose virtues and composure deserves hallowing and a police officer whose healthy perspective on what is truly important inspires all.
He is “Much-loved” officer, big in heart, friendly, capable, a lovely man and highly respected by his colleagues. He is a truly remarkable, strong and unique individual.
Some of his senior colleagues called him a super police officer who is meticulous, highly professional and always give thoughtful advice, including during the toughest times.
The qualities he has are respected and admired across the public spectrum. Beneath his trademark smile is a great out pouring of self in total surrender for the good of others. Beneath his uniform is awesome responsibilities to protect, to give himself in public service; he epitomizes what a police chief should be.
When asked about the characteristics of a police officer, most people will rattle off adjectives like strong, brave and heroic. While such qualities are definitely in the job description, there are several less-prominent traits that the SP Dimka shares which is very rare amongst his contemporaries; he is approachable, most accessible, interactive, dynamic, philanthropic and charitable. These are the overlooked abilities that distinguish him from others.
Before joining the Nigeria Police Force, he has long dreamt of helping his country in keeping dangerous criminals off of the street. It’s no wonder he considered becoming a police officer. Even after being a scholar of Delta State University with B.Sc. in Business Administration, to make sure he got what it takes to succeed before diving into such an important career.
He comprehends the norms of loyalty, commitment, neutrality and impartiality in the discharge of his functions, obligation and commitment to the Nigeria Police to uphold and enforce the law, to protect life, liberty, property, human rights, and dignity of the members of the public
A philanthropist with a very great mindset consistently sets him apart from his contemporaries. To reduce the opportunities for the commission of crimes through preventive action and measures, Dimka provided necessary help and afford relief to people in distress situations.
Equally, he has provided active assistance by way relief and rehabilitation measures to people in situations arising out of natural or man-made disasters.
Dimka is a unique police officer who at any point he is available to provide all requisite assistance to victims of crime and of road accidents, and in particular ensure that they are given prompt medical attention.
As a commander of a tactical squad and intelligence gathering, he motivates his men to look beyond the uniform in discharge of their duties, according the members of the public with due courtesy and decorum and to always guide and assist, particularly senior citizen, women, children, the poor/indigent and the physically or mentally challenged individuals, who are found in helpless condition on the streets or other public places.
He exchanges ideas and shares every opportunity with his Squad men, which magnifies the mutual respect they have for him. His ability to listen to others’ ideas with concern and an open mind creates an environment of mutual respect where relationships flourish.
And just to show that he is not slowing down, during the COVID-19 pandemic total lockdown, he went round providing security personnel on the roads of Asaba, Delta State capital with water, soft drinks and snacks. At the beginning of the lockdown, Dimka sprout out novel ways to educate the public. He hired public address systems and went around talking about coronavirus using a microphone.
To simply call SP Usman Dimka, a “Super Cop” is not really an adequate description. Sure, Dimka is a super cop in the Nigeria Police Force. He made his own history in 2008, becoming the first African police officer to score the highest points in Israel Snipers’ training in Israel. Also in VIP Bodyguard/Combat Operation Course at the Prestigious Israel Operational Security Academy, Israel, Dimka emerged among the best 1-3rd position, in 2008. He is a recipient of Presidential Award and other several commendations awarded him by Commissioners of Police
A true Police officer with a strong discerning and mental capacity, this is why he always afford to absorb intense pressure without the notice of the next person.
His achievements are the direct result of his dedicated effort towards reaching his goals as his commitment to humanity.
Dimka’s story remains an inspiring tribute to the power of a human being to shape his destiny and the destinies of his environment.
He has indeed touched numerous lives, wiped tears and put smiles on countless faces of both men and women.
He is a Policeman with exceptional vision and reflective intellectual prowess; a man devoid of ethnicity persuasion, purveyor of superior morals and a veritable source of pride and inspiration. Above all, he is a man of uncommon resilience and legendary humility.
SP Dimka leaves an impression on all those he came into contact with. For instance, the Governor of Delta State, His Excellency, Senator Dr. Arthur Okowa, described him as “a very lovely man. He is such a nice man. When he sees you, he would just stand and talk to you.”
The governor eulogized him during the commissioning of Eagle-Net Special Squad building and Transit Camp which Dimka initiated and built in Delta State.
SP Dimka is a mountain of a man, an exceptional police officer who loves serving his country. While service as the officer in charge of Skynet Special Squad, an Anti-Crime outfit of Oyo State Police Command, his name conjured up the hero during the turbulence time in Oyo state and for his zeal and gallantry in the fight against armed robbery and banditry.
Because he is so full of energy and always on the go with a mission to crush crimes, his admirers calls him a fire breather, based on his unmatched work ethic and drive. The citizens of Edo, Delta & Oyo states admire him, a man whom his contemporaries in the police force herald. A man of lion heart, of wit, of nerves, he summed up courage by engaging hoodlums in series of anti-robbery operations, leading to arrest of many, recovery of arms while serving in Edo, Delta and Oyo State.
SP Usman Abdul Dimka was born in Maiduguri, Borno State in the year 1st October, 1971 where he attained both his primary and secondary school certificate respectively before enlisting into the Nigeria Police Force in the year 1st of September, 1992 as a Police Constable. Dimka is a graduate of Delta State University Abraka with a BSC in Business Administration
There are those who question why anyone would ever join the Nigeria Police Force. There are many who enter into the profession to truly serve with distinction, there are a select few who soar above the rest. This is the realm in which the newly promoted SP Dimka operates each and every day.
Police is a unique endeavor, some would say it is a profession, while people like SP Dimka who are involved would say it is a calling to serve God and humanity.
